The most difficult part of the costume will undoubtedly be the hair. Whether you want to purchase or create the hair or snakes rather, take a few moments and try a Google search to see how others managed to get the snake hair look. What I found upon my first Google search is a picture of woman with a headpiece constructed from fabric and wire to make it look as if the fabric covered wire was a live and active. In my second search I found a wig that someone had added plastic/rubber snakes to. My last search I found a Medusa wig from an on the internet costume shop.
The next part of your Madusa costume is what you will be wearing. If you are going for a modern take on the Medusa try wearing something more subdued that does not draw a lot of attention. The real focus will be on the hair. If you want to be identified with the classical period wear a black or jungle green toga.
In mythology Medusa was stated to be both beautiful and terrible. With that said, you can try and make yourself terribly beautiful!
